I've a question about Over the Top. Friction Events Table = 
# 25-26 Command Breakdown. The "0" command ratings of friendly 
HQ applies even to rule 5.26 (Line of Comunications between HQ 
and friendly map edge)?

Answer: Yes. In effect, can trace off map only if ON the RR or 
road.
