SCENARIO EIGHT The Turning Point in the West, 400-410 AD. This scenario examines the situation that laid the foundation for the barbarian overthrow of the Western Roman Empire. It also shows the effects of the later Empire's policy of Barbarization. 1) Romand Controlled Provinces: The West: Britannia (1F), Hispania, Gallia, Illyria, Sicilia (3F), Africa. The East: Thracia, Graecia, Asia, Cyprus, Aegyptus, Oriens (8F). Roman Militia: Nominal strength in Hispania, Britannia, Oriens; Half strength in Africa, Sicilia, Aegyptus, Graecia; Full strength in Gallia, Italia, Thracia, Asia, and Cyprus. Federate: German B5 anywhere in Gallia. 2) Persian Controlled Provinces: Persia, Mesopotamia. 12 Regular Strength Points in Persia. All Militia are full strength. 3) Barbarians: Scythia, Dacia, Germania, Pictum, Taurica: Militia are full strength. Scythian B35 in Illyria-A; Sycthia B15 in Thracia-B. Hun B20 in Mesopotamia-C (not Hun controlled), and Hun B2 in Armenia (Hun controlled). 4) Other Non-Roman Forces: None. 5) Roman Treasury: Two treasuries must be kept, one for the West (No tax credits), one for the East (20 tax credits). 6) Game Length: 10 turns, Period G. 7) Victory: The Roman Empire as a whole must control areas that amount to at least 70 points at the end of the game. 8) Special Rules: a. Barbarization: The West must attempt to federate every and all Barbarian strength points within its provinces as listed at the beginning of the game, on every Tribute Phase. This is done prior to the purchasing and maintainance of Field Armies, Militia, Forts, etc. In other words, steps N and O are reversed in this scenario only. The eastern half is not affected by this. There is also a -1 DRM to tribute the Sycthian force found at the beginning of the game in Illyria-A throughout the scenario. b. Movement Restrictions: There is absolutely no movement of forces between the two halves of the Empire. c. Treasury Restrictions: Taxes are used for their respective half of the Empire only. d. Treachery: At the end of every game turn, on a roll of six on leader must be removed from the Western half of the Empire. 9) Optional Units/Markers: Leaders: One in Italia-B. Capitol: One in Italia-B, the other in Thracia-A.
