Questions

1). Rule 12.2.2.2.3 says: "Pilots may not be used for any aft quadrant
spotting unless the aircraft has a bubble canopy". However, the aircrew
card states: "no pilot spotting from two-seaters in aft quadrant unless
aircraft has bubble canopy". So which is it? All pilots, or only two-
seater pilots?

Only two-seater pilots.

2). If you are using rule 13.1.2, simultaneous flight decision steps,
and you have the initiative and a chance for a shot, do you use your
targets initial altitude or the "new" altitude shown on the target's 
status card?

The "correct" altitude is always used, as explaing in 4.8.1.

3). Rule 23.1 states that locations for off-board controllers are only
needed if option 18.6 is used. Rule 18.6 concerns ripple firing radar 
missiles - it doesn't mention controllers. What, if any, is the correct
reference for the necessity of controller locations?

The reference should be rule 18.1.2. Rule 18.3.4.3.2 should be totally
deleted.
