This just means the Foreign Minister or Farm & Labor Secretary gets to look at some of the money cards before El Presidente announces the budget, right? They don't get any control over the cards themselves, they just get to draw them, peek at them, and meekly pass them over to El Presidente. Does the Farm & Labor Secretary get to draw 2-7 money cards just like the Foreign Minister does? Why wouldn't you draw the maximum? The new weapons rules sound interesting. I look forward to giving these a try the next time I play. You wouldn't happen to know how to get in touch with the author of these rules, would you? You ONLY shuffle the money back in just before the budget is drawn. If the deck comes up empty at any other time (secret political donation, actually drawing the budget, etc.) the game is over. You do not put the money immediately back in when someone pays a bribe or assassin. The money spent stays in a temporary discard pile until "just before the budget is drawn". Then you shuffle it back in. As you can see, if the Foreign Minister and Farm & Labor Secretary are in good moods, it can mean up to 14 money bills for the budget every turn! The United States government is a perfect example of that! :-) By doing this, other players might put pressure on the president to give funds to the Foreign Minister and F&LS. The president might even kiss up to insure 14 money cards a turn. Problem is, you can't forget about the other positions with the guns. :-) Oh, life in a new "democracy"... it was so much easier in the olden days when you could send everyone to the firing squad and keep it all for yourself. :-) SUMMARY: Those 2 positions may choose to draw less in order to show their disagreement with the current state of affairs. Also, don't forget that the F&LS has 5 VOTES in the Chamber of Deputies! Makes up a little for having to scrounge up troops for a coup. Domo. Ja na.
