Addition: There is a limit of three plane units per airfield.

Question: What happens when Japanese reinforcements are supposed to 
land in a port with just Guerrillas in it that is not yet under US 
control? Do guerrillas justify applying the +2 "US forces near
port" modifier on the Japanese convoy table?  

A: Guerrillas are ignored for all purposes and must be displaced by the Jpn
player.
