From S&T 96 Q: A Russian squadron activates and is found by a Japanese squadron in that hex. The Russian refuses battle, going back to port, reducing morale by 1 per 8.73. Does the fleet get a raise of 1 as per 8.78? S&T: No. Add "at sea" between "if a" and "fleet" in 8.73. Rule 8.78 should read "friendly port," not "friendly port hex." Q: May a fleet with a higher morale but less destroyers and torpedo flotillas make a torpedo attack to prevent the enemy from doing so? S&T: Yes. See Rule 8.6, second sentence. Q: May the Japanese remove already disabled ships for Blockade Attrition purposes? If so, do these losses affect morale? S&T: No. See the Attrition Table, Rule 15.15. Only die rolls of 7 or 8 sink ships. Q: May the Russian player permanently disable already disabled (from combat) ships when building Naval Garrisons? S&T: No. A ship disabled from combat indicates not only material damage, but crew loss as well. Thus it couldn't contribute as much as undamaged ships. Q: Are naval commanders available on their turn of arrival, or must they wait until the reinforcement stage, effectively delaying their entry one turn?
