As far as I can tell, the sequence goes, Attacker Removes, Defender Removes, Attacker decides whether to retreat or continue. That way is consistent with the rules even if there is a little ambiguity there. The sub _has_ to submerge or not _before_ the attacker makes a decision to continue, because if the sub submerges there are no defenders. It is my personal opinion that Attacker Removes and Defender Removes are separate phases rather than simultaneous, and that is how they are meant to be resolved. It also makes a difference with Carriers. Choosing to remove a Carrier before the fighters means the fighters have to return to land. This makes a difference in whether the sea zone will be empty for troop transport to non-combat move through latter in the turn.
