Just played a session of the game, Defiance: The Battle For Cufra, 1931, by KPG. In so doing I came across some questions and sent them to Dennis Bishop at KPG. He sent me responses and suggested I send them along to you for posting to Grognards. Q: Do Civilian Units have ZOC's? A: Yes Q: Are Civilian Units combat units for purposes of forcing attack if enemy units move adjacent to them. The rules do not specifically identify Civlian Units as combat units. A: Civilian Units are combat units for all purposes, they do not have an attack factor, they cannot attack, but they can defend if in terrain that affords a +2 modifier to final combat strength.
