Don River Rule(10.23)

Question: Can this rule be used to Physically prevent German Units crossing 
at any point! What about a rule for breaching a river line? 
 
Answer:  Prelim.Rule Change/Addition (10.23 bis)
 
1. Each side given 2 Bridgehead markers
 
2. Each unit may be used in a crossing operation into ONE hex
 
3.Units may cross into enemy ZOC so long as Bridgehead unit available up to s
tacking limit
 
4.Friendly units stacked w/ Bridgehead have Combat Strength HALVED
 
5.Overruns initiated from a Bridgehead hex at 1/4 strength
 
6. BridgeHeads are removed if no friendly units occupy it at end of Game Turn
