jon badolato - Jan 9, 2004 7:22 am (#76 Total: 83) naval question Chet, It is clear to me that any fleet moving during the movement phase is subject to naval interception. If a fleet is trying to perform sea transport during the combat phase and is not in the port of embarkation, the rules clearly state he may move there then transport the ground units. My questions is : Is the fleet subject to interception once for moving to another port and then once during actual transport ? Or is he subject to naval interception once and only once because this move then transport sequence is considered one and the same action in this combat phase. Question 2 If Germany attacks Belgium which has 8 defense factors and rolls a DX it must eliminate 8 'ATTACK' factors correct? In other words a German infantry would count as 1 factor eliminated, a German artillery as 2 factors eliminated and a German tank as 3 factors eliminated. This seems obvious but I just want to make sure. Thanks jon badolato - Jan 9, 2004 7:35 am (#78 Total: 83) question Chet, If Germany attacks Poland can Poland's force pool be set up so that its units are in different zones in Poland. It is after all a multi zone country and it seems to me it would be advantageous for the Poles to do this to force the Germans to perhaps come after them a bit.Or must all the units be specifically set up in the single zone that was first attacked ? Thanks for any input ! My question is : Is the fleet subject to interception once for moving to another port and then once during actual transport ? NO, a fleet which leaves port, goes to a different port and picks up ground units, which then travel to another zone to invade may once be intercepted once along the way, as the move to pickup the ground units is considered part of the amphibious assault mission. Or is he subject to naval interception once and only once because this move then transport sequence is considered one and the same action in this combat phase. CORRECT Question 2 If Germany attacks Belgium which has 8 defense factors and rolls a DX it must eliminate 8 'ATTACK' factors correct? CORRECT In other words a German infantry would count as 1 factor eliminated, a German artillery as 2 factors eliminated and a German tank as 3 factors eliminated. A German infantry unit which has its' attack factor increased from 1 to 2 because it is attacking in conjunction with an artillery unit can be be counted as 2 factors when taking losses. If there were two infantry units and one artillery unit involved in the attack, the first infantry unit lost can be counted as 2 factors but the second would be counted as 1 factor, since it was attacking without artillery support. If Germany attacks Poland can Poland's force pool be set up so that its units are in different zones in Poland. The Polish forces can be setup anywhere in Poland, including East Poland. Remember that the 1939 scenario and campaign start with Poland at war with Germany, so Polish troops are setup first, at start, by the Allied player. Given that Germany's forces setup last, and that East Prussia is considered part of Germany, it is difficult to deploy the Polish army anywhere except Warsaw. If you come up with something to the contrary, please let us know!! Sounds like you have a good game going! The Campaigns and Scenarios booklet will be updated to reflect that. question 2: Rule 1.5 3rd bullet states "Russia cannot declare ....." and speaks only of the end of any German movement phase but rule 13.2 states " at the end of any movement OR sr phase " Which one is correct ? Rule 13.2 is correct. Rule 1.5 the 3rd bullet should read “…at the end of any German movement or SR phase.” question 3: Rule 1.5 bullet 2 states " Russia ...... Rule 1.5 bullet 2 permits Russia to declare war on each ungarrisoned German Axis Minor Ally. Lack of a garrison in any one Axis Minor Allied country does not permit a DoW on any other Axis Minor Ally which is left garrisoned. Note however, that the only path for Russian ground units from Russia to either Hungary or Bulgaria is via Rumania. By placing a German ground unit in Rumania, Germany is free to leave Hungary and Bulgaria ungarrisoned, as Russian ground forces cannot enter Rumania to attack Hungary or Bulgaria. question 4: In rule 2.3 control implies that the major country that controls can enter a colony with no DoW or penalty, correct? If I am playing the Fall 39 scenario or for that matter any scenario prior to 1941 should I add in the Axis minor allies WPPs to Germany's base WPPs to determine Total WPPs for the year ? No, Germany receives the WPPs for activated Axis Minor Allies at the beginning of the Axis Summer 1941 turn. question 8: On page 8 of the rules the Overrun air base rule implies that if enemy ground troops move into a zone where only friendly air units are defending, then there is no combat. If a zone is enemy controlled but no units are in it, how is combat created ? cant I just waltz right in and take control without a fight? In the case of an attack against a vacant enemy-controlled zone, there is no die roll for combat resolution, but combat is still considered to have taken place, so as to permit possible armored exploitation. Are ground units required to move in to gain control of a zone ? or would an air unit suffice ? Ground units are required to gain control of a zone. Air units alone cannot control a zone. question 11: Concerning SR movement.Assume Germany conquers Poland in Fall 39. Ground units which participated in the attack are moved into Warsaw.Air units which gave support go back to the zones from which they came. Now it becomes the SR phase. Can Germany SR the units in Warsaw back to German zones by going through Poznan. Poznan after all is an enemy zone that was only conquered this turn. Is this legitimate? The rules state that a unit cannot SR into a zone that has been conquered this turn. Can a ground or air unit SR THROUGH an enemy zone that was conquered this turn ? Maybe you can give me an example that would clear my head. Rule 11.0 should state: "A unit cannot end its SR in a newly conquered zone except for a Russian unit ending its SR in a newly conquered Russian Defense zone." question 11a: I am confused about how the Axis minor allies are handled in the Fall 39 scenario. Are their forces set up before play begins ? May Germany control those forces and utilize them as he would German units ? Can Germany enter these zones at will as friendly zones ? If they are not set up before play begins, when would they be set up and used, and by whom ? The Axis Minor Allies are not part of the 1939 Scenario since they do not activate until the Summer of 41. Germany is free to enter the Axis Minor Allies, but must comply with the 12 attack factor limit of Rule 12.3. question 12: Rule 14.7 states what zones comprise Eastern Europe. Concerning the DoW. If Germany for example wants to invade any of these zones, must it pay an additional 5 WPPs ON TOP OF the 5 WPPs it already pays to invade a minor neutral as per rule 1.5. In other words would it have to pay 10 WPPs to invade one of these zones ? Does it do this DoW and pay 5 WPPs once and only once when it invades the first of these zones, OR does it pay 5 extra WPPs for each of these Eastern European zones that it invades until all are conquered ? Rule 14.7 should state: "Eastern Europe is comprised of Estonia, Latvia, Lithuania, Vilna, Brest-Litovsk, and Lvov. Eastern Europe is formed upon Axis conquest of Poland. Axis units are not allowed to enter those zones until Germany is at war with Russia." Question 13: What are the red dashed lines there for. Are these zones within considered " East Poland " and what are the repercussions of or effect on the game by the red dashed lines. How should I be paying attention to them ? Please see the answer to question 12. Prior to the conquest of Poland, East Poland is considered part of Poland. Question 14: The attack example on your website shows only the infantry moving in to occupy Warsaw after the Poles have been eliminated. Whats the rule here on who can move in post combat. How many of the adjacent attackers MUST move in. Can any choose not to move in, but rather stay in the adjacent zone. Do ANY HAVE to move in ? In the Post-Combat advance, the attacker has complete discretion in choosing which units to advance with, and may choose to move in with none, some, or all of the attacking ground units. The attacker is not required to occupy the zone. However, failure to occupy the defending zone leaves the defending units as the last to occupy the zone. Therefore, the zone would remain in the defender’s control. We will be updating the Rule Clarifications page of our website. Thanks very much for your questions. Those zones become part of "Eastern Europe" which Germany may not enter until Germany is at war with Russia. Have I understood the concept correctly ? If not please clarify. Chet Makuch - Jan 12, 2004 6:39 am (#111 Total: 117) NEPPAGAMES - A Quality Wargaming Company EASTERN EUROPE The Eastern Europe rules are meant to emulate the Nazi-Soviet Non-Aggression Pact, such that Poland gets carved up by the Germans and Russians upon conquest. Question : If Warsaw falls and Poland is conquered by the Germans then all of Poland's zones become German controlled except "East Poland" zones outlined in red. Those zones become part of "Eastern Europe" which Germany may not enter until Germany is at war with Russia. Have I understood the concept correctly ? Entirely correct. If German ground units have entered Eastern Poland during the assault on Warsaw, they must vacate it in the turn Poland falls. Subsequently can Russia enter "Eastern Europe" as if they were friendly or must Germany and Russia be at war for Russia to enter "Eastern Europe" zones ? Russia must declare war to enter Eastern Europe. A single DoW (5 WPPs) by Russia on Eastern Europe allows Russia to occupy The Baltic States and EastPoland. Germany then may not enter Eastern Europe until it is at war with Russia. Who may benefit from "Eastern Europes" 13 WPPs and under what circumstances may they be added to a countries WPP Total ? Assuming Poland falls in Fall 1939 and Russia subsequently declares war on Eastern Europe, then advances and occupies all six zones, Russia will receive the 13 WPPs in the 1940 YSS. I am assuming that if Germany declares war on Russia, it can advance units into or through "Eastern Europe" zones to attack Russian units. Is this assumption correct ? Yes, and the Russian player would be wise to have units occupying the zones of Eastern Europe, to keep the Germans as far west as possible when Barbarossa begins. Conversely if Russia declares war on Germany I am assuming Russian units could move through "eastern Europe zones to attack German units. Is this correct ? If Russia declares war on Germany, then the assault would like be launched by Russian units already in and attacking from Eastern Europe. Has all the talk of DoWs against Eastern Europe fallen out of the rule ? Not sure what you mean, but the Russians must spend the 5 WPPs for a DoW on Eastern Europe in order to occupy it once Poland falls. Hope this helps.
