Rule 5. Retreat Determination Phase makes no mention of Confederate retreats from Norfolk. Rule 10.3 states "Only the Union player may use amphibious movement to move along the waterways." Rule 10.7 explains how Confederate units move from Norfolk to Richmond during Confederate movement. QUESTION 1: Given the rules as written, are we correct in assuming that Confederate movement or retreat from Norfolk is a land move (off-map), exclusive to the Confederates? (Obviously, the Union cannot move directly to Richmond either amphibiously -- Rule 10.4 -- or by land.) QUESTION 2: Can we safely assume that if Longstreet's corps is on the Peninsula and surrounded, then elements of his corps cannot teleport from Norfolk to directly Longstreet's location? SITUATION: Having captured Norfolk the previous turn (thus destroying the CSS Virginia), the Union II Corps moves amphibiously up the James River to Clay's Bluff, posing a dangerous threat to the Confederate rear. With II Corps not in supply, it could not be activated the next turn, so the Union player moved the Supply Depot from Ft. Monroe to Clay's Bluff. The Confederate player then made a desperate attack on II Corps with two of his corps, and thrashes II Corps, the remnants of which evacuate amphibiously to Ft. Monroe; but the Supply Depot cannot retreat amphibiously, and is destroyed (Rule 5. Reterat Rules). Rule 3.1, para 7 -- Supply Depot states "The Union supply depot must be established at a port location. It costs 2 CAP to establish or move a supply depot." However, you state above that II Corps was not in supply and thus could not be activated. That is not correct. Units and Corps Commanders can be activated even if they are out of supply range. The supply depot piece is not permanently eliminated from the game if destroyed.
