The idea is that a ship's fire is more accurate when enemy fire is not interfering with crew operations. 2) Penatrations: do primary guns from 3/4 hexes penetrate light armor gun boxes? Yes. The rules attempt to build in the penetration tendencies of gunnery at different ranges. Shells tend to follow different arcs at various ranges. Penetration capability is greatest and short and long ranges. Thus, primary guns penetration heavy armor at long and short ranges. At medium ranges, primary guns can penetrate (what the game calls) light armor, but not (what the game calls) heavy armor.
