N From Rob: 1) In the Combat rules, it states that no unit can take a second step loss in a single round before every unit has taken one. It doesn't mention anything in the Siege rules. In the Siege example, a unit is forced to take a step loss in the second Siege round before units that took a loss in the first Siege round take another. How is it supposed to work? Is it within a single round for regular combat and across both rounds of Siege combat? Or is it supposed to be a single round in both (Siege example would be wrong)? Or across the whole combat in both cases (Combat rule would be wrong)? A. It is within a single round for regular combat and across both rounds of Siege combat. 2) It is clear from the example that Fortification levels are reduced on 10 hits, but that is never stated in the rules. (I think the rules imply that every unit/ level takes hits equivalent to the type of die that it rolls, but they don't come out and state it clearly.) A. Fortification levels are reduced when they receive 10 hits. 3) Which takes precedence -- maximizing the number of hits applied in a round of combat, or not reducing a unit more than once before every unit has taken at least one step loss? A. Maximizing 4) When a player takes control of an invaded minor power, and the controlling player moves his own units into that country (in the next action phase, of course ), can his units stack and operate together with those of the minor power, as though they were allied? A. Yes. 5) If players A and B are allied, how do things work if A invades a minor power and B wins the roll to control it? Do they remain allied unless and until units of A's and B's home empires actually fight each other? Would the alliance break when A fights the minor power alone? A. If players A and B are allied, then player B would not roll for control since that would lead to the conflict you described. Instead, when an ally invades a minor country, that major country and its allies may not roll to control the country. 5.2 IMO there should be specific rules regarding what defines a broken alliance. This is important because of the rule that once an alliance is broken, those players can never ally with each other again. A. A broken alliance is when the two allies are no longer allied with each other. Usually this occurs when one takes arms against the other or allies with an enemy of the other. 5.3 On a related note, if A and B are allied, and C invades a minor power that is then controlled by B, then is A considered to be allied with that minor power i.e., (assuming a yes answer to question 4 above) can its units operate together with those of the minor power)? A. Yes. 6) What are the effects of conquering a minor power beyond removing its units from the map and allowing area control just by moving through? Can its units come back as replacements if the controlling player retakes a city, or are they gone forever? If the former, then do areas unoccupied by the invading player immediately revert to control by the minor power, and/ or does the garrison requirement come back into effect? If the latter, then can the controlling player get VP for recapturing cities (which it can't prior to the conquest) from the invading player? A. The effects are that first you receive the resources and food of the minor country. Second, any cities conquered are counted on as victory points. You may not raise their troops. A former ally of that minor country may conquer the minor country from you but may not raise the troops again. Once defeated and occupied, a minor country is out of the game. NO, they are raiders but they do not control areas for their owners. Sieges ... If you move a force into an area that has TWO Cities in it can you conduct two seiges in a single combat phase ??? Originally, I had named Tyre Phoencia, but Charlie changed it. I must have overlooked that word. Sorry for any confusion. Events - After they are played are they returned to the cup for redraw or are they left out so as NOT to be able to redraw them ??? They are returned to the cup. Ending an alliance when one member declares he's breaking it is one thing -- what are the *game actions* that cause it to happen, regardless? What if A attacks B somewhere but they agree to remain technically allied for other reasons (ganging up on C, for example). Is that allowed? No. You attack someone, you break it. What happens if an alliance is ended while allied units are stacked together? They stay in the same area, and during an action phase may attack each other or not. If A and B are allied and taking their action round together during A's round, and A breaks the alliance before B gets to move his stuff, does B get to take his turn once his regular round comes up? Yes A former ally of that minor country may conquer the minor country from you but may not raise the troops again. Would that former ally get VPs for reconquering cities after the minor power is conquered the first time? Yes.
