I am considering adding the following to the Levy rule: Levy value of a satrapy is reduced by "1" for a satrapy which has no enemy units within its borders. Its full value is used only when it has one or more enemy units located within its borders. For ex: Scythia would have a Levy value of 2 (as on the chart) if there were a stack of enemy units within its borders; this would be reduced to 1 if that stack were to be eliminated, move out, etc. Satrapies which are reduced to 0 Levy value may levy 1 unit on even numbered turns. The idea behind this would be to reduce what can sometimes be considerable replacements in the game; but you get full Levy value if an enemy unit is in the Satrapy as this represents popular response to invasion. This could be retrofitted onto CHARLEMAGNE. Any thoughts?
