A question about Scenario #1 in Switwerland Must be Swallowed? Can the
German units set up in France?

They can in Scenario 3, and it obviously doesn't make sense for Senario
#2, but what about #1?

No.

In scenario 1 and 2 Germany (Austria has already been annexed) are 
German controlled

In scenario 3 the conquest of France is just being completed as the 
scenario begins.
