By popular demand, this is from Wargame Design #3, 1979. I take no credit
for this; it was written by James Parmenter, and it is a blast to play
with the limited intelligence rules (dummy counters and inverted chits,
or with an unpire). We have played this many, many times over the years,
and it fixes the Bluecher-elim situation in the historical set-up.

Addition to Rule 9:
  French Commander/Leaders starting east of hexrow E15XX inclusive
(except Mortier), may not move eastwards without certain penalties
until Napoleon reaches hexrow E15XX. Before that time, a Movement
Command must be issued but the forces must still roll less than their
Initiative Rating. Major Generals may only move by having an
additional Movement Command.
