(I also sent this on to Glenn for inclusion of Victory in the Pacific 2 if ever revised or changed. I would be very interested if you "masters" let me know what you think. Turn 1 variable roll for IJN remaining in Hawaii 1) The IJN would assign their Pearl raider force as normal. 2) The IJN would then do one round of Pearl Air raid. 3) At the end of the round, a die would be rolled. Roll of 1 would result in an end of the raid (for fear of USN air attacks). Roll of 2-6 would allow IJN to remain for another turn. 4) If still in the Hawaiian Islands, the IJN would then conduct another round of air raid. Again, at the end of the raid, a die would be rolled and on a roll of 1 or 2 the IJN would leave. Roll of 3-6 would allow IJN to remain for another turn. 5) The USN would then roll for location uncertain as normal. However, if the USN arrives in Hawaii Island they arrive as Raiders. 6) The USN could retreat without being chased with any ships in Hawaii Island and any ships not bottomed at Pearl and the I-boat if present could take its shot. 7) If the IJN is still in the area, it could then perform another air raid on bottomed ships at Pearl. At the end of the air raid, a die would be rolled and on a roll of 1,2, or 3 the IJN would be required to leave. A roll of 4-6 would allow the IJN one more round of Air raid. 8) The IJN may not remain past the possible fourth air raid round. 9) Play would continue as per VITP thereafter. Considerations - By having the USN arrive as raiders, Hawaii would not be allowed to have any control by anyone on turn 1. Otherwise, with this type of random removing of IJN, the USN could get an arrival on turn 1 in Hawaii and if the IJN was removed after the first raid the USN would score 3 points. IJN does not get to decide to withdraw. This event rarely happens anyway so I feel it is not needed. IJN strategy at shooting until bottomed and then directing fire elsewhere may not be the best course of action with this new random roll. IJN can not be "sure" of a kill unless the ship is sunk. Otherwise, bottomed ships combined with "early" withdrawl could allow a lot of USN bottomed ship to appear later in the game. Of course, if the IJN follows up with a attack on Hawaii on turn 2 all of the bottomed USN ships will still be there. Unless the USN fights for Hawaii on turn 2, the IJN will be able to get in those possible "missed" attacks at the end of turn 2.
