Namely, to allow Finland to attack Leningrad if the Russian player does not garrison the city with an infantry or armor unit. If you leave it open, it is an invitation for attack. My original thinking was the Worker unit was enough of a garrison, but I have changed my thinking on this so I will allow the change. Please, Note this change. The rule is below, as it will now be worded. ---------------------------------------- 15.3 SPECIAL AXIS MINOR ALLY RESTRICTIONS: The following restrictions apply during the game: Hungarian and Rumanian units may not voluntarily stack together. Hungarian units may not voluntarily be moved into or conduct combat operations in Rumania. Rumanian units may not move into or conduct combat operations in Hungary. If either of these units are forced into any of these situations, they must immediately move out of the respective country in the next impulse or they are removed from the board and placed in the replacment pool box. Finnish units may never participate in an attack on Leningrad or go south of hex row 08xx. Exception: It the Russian player leaves Leningrad ungarrisoned (a garrison unit can be an infantry or armored unit of any kind), the Finnish units may attack the worker unit (assuming one is there) and/or enter the city. --------------------------- Rule 15.04 delete the following sentence Other Axis units may be placed in Poland and Rumania. --------------------------- 15.13 (slightly adjusted) In the event that German ground units are transported to Finland in the first impulse of the May/Jun 1941 turn, the Finns lose their +1 surprise attack die roll modifier in their 2nd impulse. 15.14 (rules addition) Stukas may be Staged to Helsinki in the May impulse and participate in any June Finnish attack without penalty unless 15.13 occurs.
